Photoshop Help Please! "Cannot Open File Because File Is Empty

I have been working on a project and have a completed picture on my flash drive but when I go to open it, it says cannot open because file is empty. It shows that the size of the file is 96 kb and I can see it with the "quick look" option when you left click. This is using CS3 by the way. If anyone could help me, I would greatly appreciate it! Thank you.

Try opening it in Quicktime then save as jpeg or tiff or something. Then open it in Photoshop.

^ It says could not be opened, the end of the file was reached....uh oh
