Photostream acting wonky -- Any way to NUKE it and start over?

Lately my Photostream has been acting wonky. If I select all and "remove from album" on one device, photos remain in the Photostream on another. Sometimes I delete all the photos from the Photostream only for a few photos to mysteriously come back. It's driving me batty! I want to completely CLEAR the Photostream totally for all devices.

I remember there used to be a "Reset Photostream" button when you logged into iCloud.com but I can't find it. I'm getting close to just turning it off on all devices and going back to using a cable to download photos from my phone to the computer.

Any ideas?

What happens when you turn off Photostream on all devices (clearing it from each device); then turn back on?
