Fixed it - for some reason it was tied to the iCloud Control Panel. Somebody suggested the fix on your laptop or desktop is uninstalling the iCloud Control panel then simply re-installing it fresh. That I did on my laptop - then I went outside took a pic on my 4S. Went back to my laptop which was up and on WiFi and the pic was there already in my PhotoStream, no probs. I'll just do the same to my desktop PC when I get back home.
