Photostream not avaliable

When I open my iPhone settings and go to iCloud, there is no option to turn PhotoStream on (see the screen shoot in the following link):

I want my iPhone to sync my photos on the cloud that are on my iPad.

Any idea how do I enable photo streams in the iPhone?
