I need an alternative to Photoshop its kinda expensive so I'm looking for a cheap alternative thats windows compatible too.

Photoshop Elements is relatively cheap and has a lot of Photoshop's features. I think Adobe has a trial if you'd like to try it out first.
 
Your best bet is GIMP, it does pretty much the same as PhotoShop but without the price tag. GIMP now is very well support plus there are plenty of user groups and tutorials online.
 
I'll second Elements. 90% of the power of photoshop for 10% the cost. (I overstate the case, but not by that much.)
 
I've use both Adobe photoshop elements and GIMP for Windows. Works well.

Is GIMP for the Mac OS written Universal?
 
I already have photoshop elements and it well what can I say it sucks its nothing like photoshop CS2. all I want to do is Drag a picture in to a certain size box and it will automatically ajust the picture to fit the box and nothing I've tried does that unless its hidden somewhere help!!
