pic re-size app

iOS 7 doesn't let you zoom out when setting a pic for a wallpaper and I have a lot of photos that I would like to use but when I try to use them they are all zoomed in so I don't see the entire pic. Is there a photo re-sizing app that will let me re-size pics to the native resolution of iOS 7?
