Details:
- iPhone 5S
- gmail is set up as primary
- can message a pic but not email
- receiving anything is fine
- can send email (w/o pic)
- have tried to send both large & small pics
- have tried to send over cell & wifi (neither works)
- have reset network settings

I have not deleted gmail account and set it up again. This is probably my next step unless there are better suggestions.

I have spent the last hour (or more) searching for solutions. Apparently, this is not a common problem. Suggestions?

You don't also happen to have a corporate Exchange account setup do you? One of the limitations Exchange admins can put on a device policy is to disable sending attachments (not just on Exchange but on other email accounts as well). Just a suggestion. Aside from that, it seems like it'd be more of a gmail issue.
