iPad Pics won’t sync?

Pics on my iPad Pro won’t sync from my iPhone. It says it’s paused and not enough storage yet there’s over 40gb available?

im not sure what’s going on? Any ideas please?

attached are screenshots of my settings etc. Thanks.
