Sometimes when I call a person, their picture (from contacts) takes up the whole screen. This is a little annoying, since the mute, facetime, speaker stuff covers their, um, face. With other contacts, however, the picture is small and at the top. Much better.

Why are some contacts big pictures (whole screen) and others small pictures when I call them? Is there a way to make them all little?

Go to your Address Book and Edit the contact picture in there. Then once you sync with your iPhone, it should display small picture in calls.
 
The contact pics i took with the iPhone 4 look very well on the screen. However, the synced contacts with pics taken from my previous 2G iPhone have pics that take up all screen.. I think it has to do with picture quality, more than anything else.
