Hello.

I have like 490 pics in my ios, i turned photo icloud sync on iphone and mac os. When I opened the photos app there were magically appearing pictures that made total number of images up to 590 or so. I had these images from before but deleted them months ago. Where did they come from?

note: prior to that i didn't have any images on my mac os machine, photo library is empty.
 
Sounds like they came from iCloud. Likely you had (perhaps unknowingly) turned on iCloud sync a few months ago & then turned it back off.

could it be stored in a hidden folder on icloud drive? because i had it off on desktop and iphone , but i might have turned it on previously.

i hate this thing where apple and apps store files on icloud where you cant see them
