PIP Non-Touchbar MBP

Noob question, I looked it up couple times but I can't find a clear answer, how can I enable PIP on a non touch MBP on Netflix and other sites?

I can do it on a Touch Bar MBP and since its the same OS there should be a function that can call somewhere.
