Place calls from iPhone when locked

Is there a way (app or setting) to allow a locked iPhone to place calls (other than emergency calls) to address book contacts or even just manually dialed numbers without first unlocking the phone?

Alternatively is there an app that can only lock email/calendar and not the entire phone (non jailbroken)?

Yes. Jailbreak your phone and install "bite SMS". You can text and call from the lock screen or any screen for that matter.

This is for a corporate solution so jailbreaking is out of the question.

It seems the voice control will work with the phone locked, have you tried this?
