Place for developers to post free promotional codes?

So it's a front page story here. Someone could get a lot of traffic by having a popular site or forum for free promo code give-aways. Bonus points if the codes could somehow first be made accessible to people who aren't newbies or site crawler bots.

AppShopper could count reviews and give credits to highly rated reviewers, or somesuch.
