Does anyone know how I might make a dock icon that, when pushed, will launch safari (if it's not already active) and go to a specific website (different than the home page.)

Drag the icon (favicon) to the left of the URL next to the trash can in the dock. That's all there is to it :).

THANKS!. One other question. When I do that, the dock icon is that little spring-thingy with the@ sign (like the one that takes you to "apple-OS X"). Is there a way to change the icon, and if so, .... where do you get icons?

Use CandyBar and get the icons from places such as InterfaceLift.
