Plain english: How can I preserve photos on iCloud?

Hi,

I've maxed out my iCloud space and am looking to free space up by moving some photos from iCloud to my Mac. Apple has multiple how-tos about how to import photos, etc. but I don't see anything specific to iCloud. I have an iMac...iPhone 7+....running all the latest software.
