Right, hopefully someone can answe this little query.
A friend of mine plays a lot of DVDs through his laptop's S-Video socket on his PAL TV. It doesn't appear to have NTSC capability, so when playback of Region 1 NTSC DVDs is attempted, it is successful up to the point of it being in Black and White. His video card is set to output in PAL.
Unfortunately the solution needs to be either Windows or Fedora compatible, but any responses would be good. My question is basically is there anything software based that would convert the NTSC stream to a PAL stream on the fly before outputting from the video card? He really wants to avoid external hardware and also having to rip and re-author discs.
