Playlist in iPod in iPhone 3Gs

I am trying to create playlists in iPod in iPhone 3Gs. I see that in iPod uner Playlist there is Genius and On-the-Go playlists but how can i create more? I am manually synching my songs to iPhone. I created playlist in iTunes on my mac and dragged that to iPhone Music tab but it did not create the playlist in iPhone. Can anybody help in this regards?
