Pleas please Help

I made some post but cant get an answer. Can someone tell me how to fix this. Im trying to update .ipcc but will get an error every time I try. Ive tried it on windows and my macbook pro. The only thing I can think of is when I delete the old itune and install 8.2 pre release. Please help.

Firstly we have to prep iTunes to allow us to change the IPCC file on the iPhone, open up terminal and type the following command:

defaults write com.apple.iTunes carrier-testing -bool TRUE

Or if your on a PC:

C:\Program Files\iTunes\iTunes.exe /setPrefInt carrier-testing 1

just do that in normal iTunes

where do you do that in windows?I tried it on mac but didnt help. Can you explain it a little more.
