My girlfriend and I are on the same phone plan, and she is still on unlimited data, as well as gets a discount for working at BofA, and Im wondering if we can get a ipad mini attached to that unlimited data plan some how, or would it need to be tethered to her phone?

It would need to be tethered, but I don't think at&t will allow you to tether an unlimited iphone plan to an ipad. You're better off buying data right from your ipad with a prepaid plan when needed.

hmm in which case I think Ill go with a verizon plan then. I was really hopeful I could just add the ipad to her plan :(

You can add it to her plan, but only if she drops the unlimited and switches to the mobile shared plan, which may end up being cheaper than getting a second plan for the iPad. AT&T used to have a 5 GB plan with tethering, but I don't think that's available anymore. You'd have to check with AT&T to confirm.
