Please Help, Can it be done? iPhone 4S on ATT Post Pay acct w/o Data

If there is a link that you know of PLEASE link me to it. I did some searching but was unable to find any information for what I am looking to accomplish.

I just ordered a new iPhone for myself. My brother is also on my account and just uses a non-smart phone. He doesn't really want a smart phone (doesn't want to pay for data that he really wouldn't use much) but would like to be able to use the iPhone on WiFi for things like face time and such. Would also be nice for having all of his music on the same device as his phone.

I have an old unlimited plan and at this point don't intend on changing that unless forced.

Is there away to get my old 4S to work for his line using WiFi only since there is no need for data?

Att does not allow it on post paid accounts.
Their system will detect it and add a mandatory data plan.
If you go with prepay you can avoid that.

AT&T doesn't allow that on post-paid accounts.

GoPhone and Cricket allow you to do this.
