OK, this is going to be a tough one to figure out (to such a degree I almost wasn't even going to ask).
It is either a german app or Holland (or, something along those lines). It is a game and the app has the appearance of golds and browns, showing a partial safe and/or combination of numbers like on a safe wheel.
I stumbled upon it while searching other apps and when I saw that is was NOT in english didn't purchase it but now wish I had as the graphics looked so interesting.
It was in the U.S. store as that is the only iTunes store I have access to.
I know that's not much to go on and I've used the key word, "german" looking for the app myself with no success.
