Okay, I've been on the internet for a couple hours trying to do this. I've solved many issues...

- the voice memo I took is less than 30 seconds
- got the file into iTunes
- I converted it from m4a to m4r
- figured out how to open my ringtones folder in iTunes
- got the m4r file INTO the ringtones folder

I've got ALL of this done and yet from some reason when I sync my iPhone and go to Settings>Sounds>Ringtone it's not there!!

Please help!! I have no idea what to do now.
 
If I'm not mistaken, you may need to delete the m4a file--at least out of iTunes; like everything I save it elsewhere as a backup.

And if you're manually managing music, you may need to drag the ringtone over to the phone in iTunes as well. I've never yet gotten them to simply sync...but iTunes and I have a massively dysfunctional relationship.
