Please Help With Talking Caller/City ID

So I just got the IPhone 4 and I thought it would have the same features as the LG EnV Touch on Verizon. Does anyone know an app or how to have the phone say the name of the person that is calling and display the city and state of the number that is calling? Talking Caller ID with displaying City ID for the number that's calling before answering the phone. The City ID app was made by Cequint for the Env Touch but I can't find it in the app store and I think the talking caller id was just part of the OS in the EnV phone. I am new with the IPhone and I am learning alot but I can't figure out this. Any ideas or advice would really help.
