can someone please help me here? i have an jalebroken iphone 3gs version 4.2.1(8C148a) Firmware 06.15.00. It is jailbroken and unlocked with redsnow however it is only tethered atm. is it posible to change that to untethered jet and if so how do i do it??

Download PwnageTool to build a custom 4.2.1firmware that isn't tethered.

Also I believe you will untether it just by running the latest Greenpoison without having to restore again.

Yep.....I concur with Applejuice and it has proven by me many times that this method works. Don't need to restore your phone at all.
