I am praying one of you good people can help me with a possible solution.

My 2019 Macbook pro stopped recognizing the charger and I foolishly let the battery run down to zero before I brought it in to the shop for repair. I tried all ports and multiple chargers. As did the Apple Certified repair shop. They are saying now there is no way to even recover the files. Please don’t scold me on backup. It’s too late for that. Is there any hope at all to get the files recovered?

Not a very impressive repair shop!
I think a tech should be able to either replace the connector or the battery.

They actually replaced the battery about 6 months ago and the battery monitor indicated the battery was good about a week prior. They did order a new battery that will be in Monday but they are not hopeful that will solve the issue

Data on internal storage encrypted by T2 security chip. If issue is logic board, slim to no chance of recovering any data, unless you opt for extremely expensive data recovery services, which require specialized knowledge and tools.
 
This reply won't help you, this time around.

But NEXT TIME, get an external SSD, something like this one:
... and keep a backup of your internal drive.

Time machine is free (but I don't like it).
I'd suggest SuperDuper or CarbonCopyCloner.

If it is a battery thing only, and the battery is in deep discharge, just plug it in and keep it charging 24/7 – never unplug it. It might take weeks. Try starting it each day, but only once per day. At some point it will turn on.

I had such a case, and it took more than a month, and then finally it started up.

The only issue that needs to be solved is the recovery of your data. If installing a charged battery will get the system operational immediately get the data you need onto external storage. Then buy a new one.
 
I'm not going to chide you about not backing up - it happens to most of us. Whether you're able to recover or not - treat it as a life lesson, and back up going forward. I do hope you can recover - I was able to, when it happened to me a few decades ago. And I've kept backups since.

If it's happened BEFORE and you're still not backing up, THEN you deserve some chiding 🙃 but I'm giving you the benefit of the doubt.
