You need VALID 6.1.2 shsh blobs in order to downgrade. Do you know what shsh blobs are and did you manually save them using tinyumbrella, redsn0w, or iFaith? If the answer is no, then there are no alternatives for you to downgrade to 6.1.2

However, since your device is an iPhone 4, you can get a tethered or semi-tethered jailbreak on iOS 6.1.3
