pm g3/266 dt hard drive issue?

blar.
what is it when the hard drive spins up and down repeatedly at boot? i've used 4 drives, all of which i know to be good, and they all power on and off like that when it boots. i've done cuda, pram, intense meditation... nothing seems to work.

Going bad power supply - or not enough power (if its a 300W system, I'd upgrade to at least a 500W)
