Is there a way to get the iPhone 4S to tell itunes to delete podcasts I delete on the phone instead of having itunes send it right back to my iphone?

Tell iTunes to sync only unplayed podcasts. Instead of deleting it on your phone just move the time slider to the end, which marks it as played. Now iTunes won't sync it since it sees it as played.

But then its not deleted. I'll still have the podcasts on my phone.
