Podcasts app with GPS-only models

Does anyone know for sure whether with the GPS-only models, the Apple Podcasts app in the new WatchOS will allow you to download podcasts to your watch when you are with your phone so that they can later be played when you do not have the phone with you? A lot of the write-ups refer to streaming podcasts over LTE, and I know that is possible with the cellular models. But I'm wondering what the options are with the non-cellular ones. I'm hoping that it will be like with music, so that podcasts can be stored in the non-cellular watch!

I do not have written proof, but it would make sense that you could store them on there. All S4 models will have 16GB of storage on them.

You can sync them to the watch like music.
