Podcasts from Apple app question, Notifications/ Downloading only when my headphones are plugged in

I am an iPhone Xs user currently I have my podcast settings on downloading over wifi only and only downloading new episodes.

I'm noticing the notifications for when a new episode is available and the start of downloading over wifi only occurs when my headphones are plugged in to my device.

Is this supposed to happen or should I be also be able to be notified/downloading over wifi when I don't have my headphones plugged into my device?
