Very easy question. System that you would be using them with is the Mac Pro.
Money is not really the object, but to keep away from everyone choosing 2 30" monitors, I will keep it realistic, as everyone is not dropping $4000 on 2 monitors.

Why not put an other selection as well as not all people choose the Apple monitors.
 
I would go for the two 20" displays.
  • the 30" doesn't give you the same number of pixels as dual monitors
  • the 2 20" displays are cheaper than two 23" displays
  • the 2 23" displays could leave you with wasted screen estate
  • it is much better to have the displays the same size

If money was no object, I would go for the 23" displays. actually, i'd go for 4 30" displays in a 2x2 config, making 1 60" display :D
 
I'd go for one 23" or one 30". The 23" is big enough for almost everyone whereas the 30" is a tad bit big.

Dual screens was fine when everyone had 4:3 screens but with widescreens it takes a lot more head movement to look at the second screen!
 
It does depend on what you want to do with your Mac. Maybe if you could elaborate more it would help.

I would go 2 x 23", unless you plan to be gaming a lot on your machine. Then go with the single 30".
