iOS popping up animation

I saw in one of the app BANT, there is a small circular view which when touched, another transparent bigger circle pops up on it. It is hard to explain in words, but if anybody sees this, [it is free ] can give some idea how to simulate this pop up feature ?

i can do the drag and drop, i just dont understand how that pop up view comes when touched and again goes into it gradually when touch is left. I am refering to this lunch dinner icons
