Portable Hard Drive Erasing Help

Hi all, I'm having some problems with an external hard drive. I have it partitioned into two segments, one for files and one for time machine back ups, however only the files section is appearing and when i enter it it is empty. Whenever i try to eject it, it will not eject and when i try to view he drive on disk utility all i get is the spinning circle, however disk utility will load straight away if the hard drive isn't connected.

Any suggestions on how to fix this and if/how i can erase the drive without disk utility?

You can erase drives from the Terminal. See the guide here and scroll down a bit:
