My husband no longer works for his old company and needs to port his number to AT&T. Can he port it while it is under contract? If so, will they just bill the old company for the etf?

This should have been obvious, but...

If the contract is with him, then he will be billed for the ETF. His former employer is not involved.

If the contract is with his former employer, then they will get billed for the ETF. However, he will not be able to port the number unless his former employer allows him to.

The contract is with them and the number is ready to be assumed but has an etf. I'm guessing he should assume it first and then port it?
