Is there a way to do this? I always have portrait lock on just because it's super annoying to be lying in bed, texting someone and the screen rotates. But everytime I want to watch a video, I have to bring up the control center (which can be annoying when in an app, you have to swipe up twice and sometimes it just doesn't work) and un-toggle the lock and remember to toggle it back on when I'm done.

Does iOS have an settings where I can set Messages for Rotation Lock ON, and things like Photos or Youtube, etc to be Rotation Lock OFF?

No, there is no way to do this on stock iOS.
