now im getting another error message saying " i wasnt able to locate file for com.sull.repoicons package. this might mean you need to manually fix this package" ????

i figured out how to fix it,
That error occures when one or more of your sources are offline. Has nothing to do with Cydia or Installer, just the website is unavailable. Check your sources by going to them on a PC and see if they load. If it doesn't, then that source is down. Either wait it out, or remove that source so the other ones can update.
