What does this even mean?



If you want to launch the Camera app, tap the Camera app. If you want to launch Instagram, tap Instagram. They are two separate apps.

They want to be able to use the Camera Shortcut in iOS 5.0+ (as linked to in the OP) to open the Camera application of their choice.
 
If you're jailbroken, you can use AnyLockApp to change the lock screen camera shortcut to open a different app (i.e. intstagram).

This doesn't change the functioning of the "take a picture" type of links inside other apps, unfortunately, does it? (like if you try to take a picture from Twitter)?
