I'm having a very aggravating time with my current ISP, but since I live in an apartment complex it is seemingly impossible to try and get another separate ISP. The problem is if any computer on the network hits 125 kb/s, and stays there for 5-6 seconds, the connection cuts out for 5-10 seconds, and then comes back on. The cycle then repeats itself, making streaming anything a nightmare.

I was wondering if anyone knew an app or command line tweak that would control my download speeds. I found some examples of ipfw tweaks, but it only seems to effect upload speeds. ANY insight would be greatly appreciated.
