Hey guys figured Id pass this along, Ive already got one critical bug patched after opening a case with the engineers and I have another one pending right now to fix this. Essentially I can 100% duplicate the throttling everyone is seeing if I am connected via HDMI in Bootcamp. (in my case HDMI -> DVI)

It happens every time and its consistent HOWEVER it does NOT happen when it's running the internal display. The lowest I've seen is 725 and that was when it was over 90C* on initial run before the fans kick on. I've got a TB -> DP cable coming to compare the two but it seems all of my throttling occurs when an external display is connected via HDMI

I have never experienced the throttling in OS X with professional apps. I push my machine hard. This is good to know, though, keep us updated...

Yea I should clarify that what I'm seeing is in bootcamp; edited original post
 
Throttling also affects the Lightning connector so it appears to be all EXT displays
