I am running a MBP with 1600 radeon video card and it is supposed to work with a 30" apple display.
I think I have been having problems when calibrating for some time.

However I am running the display now and it works fine except for when I try editing photos with Iphoto. I open up an image and make adjustments with the sliders, and the image gets horizontal, sometimes angled scrabled lines through the picture. I reset the sliders and then the image looks fine.

Do you think this is a video card problem.
I have 3 gigs of system memory and the card is supposed to work fine with the monitor.

Sounds like a video card problem to me, yes. The bad news is that the video card is integrated into the logic board, which would be a good $600 to replace. My advice is to forget about the 30" display and hope the graphics problems don't spread to your laptop display or lead to kernel panics, or to replace the computer altogether.
