I've always backed up my apple devices to icloud but i want to save some space. years ago i would backup via usb cable to itunes. is this possible with modern macs natively as part of MacOS? can i then move that backup to an external hard drive?

if i ever need to restore via usb C or whatever, can i just restore from that backup from the external hard drive, or move it back to the mac internal and restore from there?
 
You can back up to modern Macs using the Finder. https://support.apple.com/en-us/108771 describes this. You need enough storage on the boot drive to hold the entire backup.

Yes, it's possible to move backups off & back on if restore is required... but again, you'll need enough free space on the boot drive to restore it in order to use the backup.
