Possible to get Game Center without 4.1?

It's not inconceivable that there could be a place on Apple's Web site where you could create your GameCenter account (or in iTunes). But I do not know of any such thing.
 
If you're asking is it technically possible, then possibly yes. But it wouldn't be legal for someone to redistribute the app.
