Yes, of course there is.

Go under Settings > Sounds, and then scroll down to "USB Unplugged" and from there you can select a notification sound.

Don't see it? iPad is defective IMO. Send it back.

there's a reason why it's sound enabled when you plug it in. why exactly do you want to have it make a sound when unplugged?
