Possible to receive messages on two different numbers?

I have two iPhones with different phone numbers under the same Apple ID.

The screenshot shows the current Message setup:

1) If a friend of mine texts me (on either phone numbers), can I expect to receive text on both devices? Regardless of whether he uses an iPhone or Android? Or does he have to text to my Apple ID email account for both devices to receive text?

That only applies to iMessage. Normal texts will just get delivered directly to the phone.

If Text Message Forwarding is turned on, normal texts should get forwarded to the other iPhone as well.

Depending on your situation, it may be simpler to use dual-SIM and ditch one of the phones.

You are correct. I did not realize there is a Forwarding feature (I've never seen this feature before, maybe because I've never had two phone numbers in the past?). Turning that on, both devices (numbers) get the same text messages, whether iMessage or normal text.
