Carrier Possible to switch carriers while pre-ordering?

Was thinking about switching from ATT to Verizon, is there potential to do this during pre-order and have my number ported over to a Verizon iPhone 7 plus? Or is this something I should do in person and still pre-order a Verizon iPhone?
