Prefer wirelessly and it will be on a train. Thanks.
 
Quickest way I can think of is to move/have the file in your iCloud folder, log into iCloud on your PC and view/download (without having to install 3rd party app).

On train wifi, iCloud is probably not practical for a video.

Easiest is USB cable.
Otherwise.... FTP? ¯\_(ツ)_/¯

Train has no wifi and if it did it would have a lot of limitations from what I read on the ones that do. That is with all public types of wifi. Not worth using.

That will not work really.
 
I think you may be out of luck, unless you use a USB cable. Connect it to your PC, and either use the Photos app, or File Explorer to view/copy the files.
 
Simply open iCloud on your PC and log in to your account. After this, find the video file and download it.
