Possible way to update on older devices?

I have a iPod Touch 4G and since its not going to be supported on iOS 7... do I jailbreak it or any people having this problem on one of their older devices that wanted to upgrade is it possible?

If it isnt supported then you are SOL. Best option is to jailbreak if possible and download a winterboard theme

You can jailbreak, you can use Winterboard to install an iOS7 type theme, buy Cydia cannot help you install iOS7.
