I was at a friends house with my laptop, and his dog bit my charging cable when it was lying on his bed. It had a hole in the outer cable, so now to wire is showing. Can this be repaired with electrical tape? Or any other method?
 
Do not attempt to charge anything with that cable. Nothing that you want to keep, at least.

You need a new cable.

It is not a huge impost to buy a new charger, but it should be noted that there are only two wires inside the cable (inner and outer) so whilst I would not use the charger as it is, it is not too difficult to repair the cable if you are ok with that sort of work. You will need to cut it and re solder it though. I would not simply wrap it in tape though because it could be short-circuiting.
