I find that iOS 7 looks great with pretty much any dark(ish) lock screen image and it looks awesome with space backgrounds for the home screen.

He's not running iOS 7, look at the title of the music app 'iPod', Apple stopped naming it that with iOS 5. He's running iOS 6 (look at the signal bars) with a JB theme

Looks like a jail broken iOS 6 hack.

If you look closely at the home screen dots above the dock area, there's a magnifying glass to the left for spotlight. This isn't on real iOS 7.

A plain black wallpaper on the homescreen also does wonders in making the icons pop more.
