Looks like he's using Slanted Lock for his lockscreen.
His homescreen has Suave Icons, Clear Folders from Cydia, and Weatherfurik it looks like for the weather.

SlantedLock from Cydia for the LockScreen, Suave HD icons, Iconoclasm 4x4 dense with Shrink to shrink the dock icons to 75%. Weatherfurik for SpringBoard date and weather. Custom dock, signal and WiFi bars. Clear folders in Cydia to make folder background disappear, status bar battery hide for just the battery percentage. Neutraface system font.

The lockscreen is eclectic flip clock and the slider is from Clear Lockscreen 4.0
I'm getting bored with it but im not sure what else I can do to clean it up more. I could take all the dock icons and put those in an invisible folder, but I think that's taking it too far... I'm sure I'll try it though. I've got nothing but time.
Had some time to kill so I finally set out to try and find a workaround to the issue of Categories and Iconoclasm layouts. Prior to this, my custom 3x3 dense layout resulted in a really ugly, spread out layout for the Categories folders. But I found a solution and now have em looking as they should. Also made a Suave-ish folder background which I think looks pretty snazzy.

Note: this is the same layout, what you don't see is that there's an extra column in both, but on my springboard, I have a column of iblanks. In the Categories folder though, it's populated by icons and results in a 4-column layout.
